Compact with City and County of SwanseaCity&County Small
The City and County of Swansea and the local voluntary and community sector represented by Swansea Council for Voluntary Service entered into a compact arrangement in September 1999.

The purpose behind the Compact is to formalise the relationship between both sectors and promote strategic working, which will be of benefit to both sectors and ultimately the citizens of Swansea.

The aims and objectives behind this arrangement include:

  • developing a framework for shared working and partnership agreements
  • promoting a mutual understanding between both sectors of relevant issues and working practices
  • developing consistent good practice in funding arrangements to the voluntary sector
  • exchange of relevant information.

StructureSCVS smaller

A direct line of communication has been established between the voluntary sector and City & County of Swansea through regular Compact Liaison Meetings between Cabinet member with portfolio responsibility for Compact and the Compact Reference Group.

Voluntary & community sector collective issues/views will be established through the Compact Reference Group made up of representatives nominated from voluntary sector forums and appropriate service specific partnerships. This group will reflect the breadth of the sector in terms of size, areas of interest and geographical spread and will represent the collective view of the sector as a whole rather than any particular interest of individual organisations. A Compact Voluntary Sector Forum open to all local authority members & officers and voluntary & community sector groups will meet twice per year.

Joint working groups will be established to look at specific issues with reports and recommendations being jointly agreed by both sectors.
