CYP Governance and Delivery Architecture

Three Strategic Boards exist for the delivery of the Swansea Single Children and Young People Plan 2008 to 2011:

Children & Young People Executive Board

This is the where agencies make decisions jointly, based on decisions made by the governance structures of their individual agencies. The Board provides the strategic direction of joint working, through the Children and Young People's Plan, including:

  • setting broad funding levels and objectives for partnership working
  • making representations at strategic level for funding coming into the area
  • agreeing project plans
  • monitoring overall performance
  • overseeing the operation and accountability of partnership arrangements
  • ensuring that the individual partners on the Board meet the requirements of effective integrated service delivery and in particular information sharing, pooling resources, use of a common assessment framework (CAF),the Team Around The Child (TAC)

Third Sector Representatives are:

1. Carol Green - SCVS - Champion for Early Years and Poverty
2. Rotating representation between Barnardos, Action for Children, NSPCC


Swansea Children Safeguarding Board

(This Board is legally accountable in its own right and links to the CYP Executive Board)

The objectives of the Safeguarding Children Board are, as set out in the Children Act 2004 (S32), to:

  • co-ordinate what is done by each person or body represented to safeguard and promote the welfare of children in the area
  • ensure the effectiveness of what is done by each person or body for these purposes
  • ensure that its functions are discharged having regard to the need to safeguard and promote the welfare of children and any arrangements commissioned by it
  • monitor the functions of the partners in respect of services delivered that relate in any way to children and families

Third Sector Representatives are:

1. John Sayce – Barnardos
2. Chris Millburn – Action for Children
3. Collete Limbrick - NSPCC


Plan Implementation Board

(Reports to CYP Executive Board)

The objectives of the Board are to :

  • ensure the CYP Single (Strategic) Plan 2008 to 2011 is delivered
  • monitor the delivery of the actions and outcomes identified under each of the 7 Core Aims
  • ensure that strategic objectives and performance targets set by the Executive Board and changes to implement these are met
  • provide a framework so that all agencies and organisations work together to provide integrated service delivery using common referral processes and a Team Around The Child (TAC) approach
  • link with the Safeguarding Children Board to ensure a coherent and integrated approach to the safeguarding of children and young people
